Said fees aren't applied fairly — friends get waivers while others pay — and complained about understaffed code enforcement and lack of answers from staff at the dais.

Questioned why the Chamber of Commerce was given so much weight in fee outreach given that many of its members live outside Salinas.

Suggested taxing agriculture instead of raising fees on residents, and referenced Measure G and campaign donations.
