Rodeo bull cruelty incident and oversight
Videos from an August 1 bull riding event showed disturbing animal treatment. The event was run by a group that rented the facility — not the California Rodeo. Police, animal control, and the DA are investigating, and council members want more oversight of the rodeo lease.
Spay/Neuter Ordinance Request
A longtime animal welfare volunteer urged the council to advance a spay/neuter ordinance, saying the city shelter and animal control are overwhelmed and need a tool to target problem areas.
Street lighting as a safety priority
The city manager confirmed the streetlight replacement effort is underway across miles of streets, with a hybrid approach and possible solar options, and more funding coming to the council.
Construction and demolition site in residential neighborhood
Resident Peter Szalai reported that land reserved for an overpass at Alvin and Cherokee has become a construction and demolition site, with dust, debris, and truck traffic in a residential area, and said public works leaders won't respond to his inquiries.
Proactive code enforcement program
Starting in May, two code enforcement teams will rotate through each council district weekly, targeting blight, illegal dumping, parking violations, and unpermitted vending.
Police military equipment use policy renewal (AB 481)
State law requires annual council renewal of the police department's military equipment policy. The 2025 report showed drones used 397 times, MRAPs 18 times, and zero unauthorized uses or complaints. Some residents questioned militarization; others, including veterans, supported the equipment.
