Measure H and Rental Protections on the November Ballot
Supporters of rent stabilization and tenant protections accused several councilmembers of spreading misinformation about Measure H, which would repeal local renter ordinances, and criticized corporate landlord funding of the campaign. A realtors' representative countered that the ordinances haven't stopped rent increases and may deter housing construction.
Zoning Code Update Phase 1
Phase 1 of a zoning code cleanup would align Salinas rules with state housing law, cottage food operations, federal religious-use law, driveway widths, and industrial office space. It was pushed to June 17.
Cannabis dispensary relocation denial and process concerns
Valley Farms bought a $3 million dispensary business, then lost its lease after the city flagged a zoning problem at the original Moffett Street site. Its appeal to relocate to 2033 North Main Street was denied because the site is 995 feet from a school. Several council members said the city's process broke down and promised to look at how the city handles cannabis relocations.
Cannabis dispensary siting near Santa Rita School
Valley Farms wanted to move its closed dispensary to 2033 North Main Street, but the site is 995 feet from Santa Rita School — 5 feet inside the city's 1,000-foot buffer. The owners say the city gave them conflicting zoning measurements and they've lost $6 million. The commission upheld the denial; the applicants can appeal to the City Council within ten days.
Infill housing and ADU density in older Salinas neighborhoods
State law now forces cities to allow ADUs and bars parking requirements near transit, which neighbors say is changing the character of older single-family neighborhoods. The commission's hands are largely tied on the ADU portions — only the main house design is truly up for local review.
General Plan Update and upcoming EIR certifications
Commissioners urged residents to participate in the ongoing general plan and zoning update, noting current rules were written decades ago and the city is growing fast.
Visión Salinas 2040 General Plan draft released
The city's yearly checkup on implementing its general plan, plus the status of the new Visión Salinas 2040 plan. Big wins this year: Ensen Community Park opened, the Hebbron Family Resource Center opened, and the public review draft of the new general plan came out in December. Adoption is targeted for fall 2026.
Off-sale alcohol license near Alisal school denied
The council upheld the denial of a liquor license for a proposed convenience store at 1018 North Davis Road, near an elementary school and in a census tract already over the state limit for off-sale alcohol licenses. Residents and the Youth Council supported the denial.
